Board of Control.

The Representatives of the Hongkong Govern-

-ment shall be approved of by the Imperial Chinese government and the Representatives of the Imperial Chinese Government shall be approved of by the Hongkong Government. The Board shall meet at least once a month in connection with the business of the

Railway at a place on or near the line in Chinese and British Territory alternately, unless otherwise agreed by the Board,

but no vote shall be taken unless there be sufficient Members

present to insure an equal representation of both Governments

at the voting.
